Effective July 1, 2009

  • Real Estate and Personal Property Tax Billing will be mailed two times a year instead of four times a year. This procedure is being implemented to conserve cost associated with printing and postage.
  • July 1, 2009 tax billing will have two receipts; one receipt due for first quarter taxes Monday August 3, 2009 and the second receipt due for the second quarter taxes on Monday November 2, 2009.
  • This notice will appear as an insert with the February 2, 2009 due tax bill and again with the May 1, 2009 due tax bill.

  • REAL ESTATE AND PERSONAL PROPERTY TAXES ARE PAID QUARTERLY:
    We are in Fiscal Year 2010 (7/1/09-6/30/10)

    All information for Real Estate and Personal Property originates from the Board of Assessors (781-585-0509) and it is the Assessor's office that commits to the Collector of Taxes the Warrant to collect those monies for the Town of Kingston. It is the responsibility of the property owner to make sure their taxes are paid timely. Refunds are processed at the end of the Fiscal Year and checks are mailed late July to early August.

    Call the Collector's Office (781-585-0507) M - F / 8:30 - 4:30 for payment information. This is your responsibility, so please call or email to inquire on the status of all your accounts to assure they are paid.

    Bills are mailed
    Preliminary billing (Estimated bill based on approximately 50% of previous tax year)
    1st QTR/By July 1/Due August 3

    2nd QTR/By October 1/Due November 2

    Actual billing (Assessed Value and Tax Rate set)
    3rd QTR/By January 1/Due February 1
    4th QTR/By April 1/Due May 3

    Demand Notice
    Demand notices will be mailed May 17, 2009, for delinquent FY2010 real estate and personal property tax bills that were due on May 3, 2009. Demand billing is a result of any unpaid taxes committed to the Collector for that fiscal year only (July 1 - June 30).

    Public Notice Advertisement
    A list of property owners (owner of record as of January 1 and subsequent owner), parcel identification, and amount of the unpaid taxes is submitted to the Patriot Ledger to be published in the Legal Notices. Copy of this publication is posted at the Town House (2 locations), The Kingston Public Library and The Reed Community Center.

    Tax Taking
    When the Collector does not receive payment (due within 14 days of advertisement) on an advertised parcel, those unpaid parcels are turned over to the Treasurer and the unpaid parcels are recorded at the Plymouth County Registry of Deeds, Plymouth, Massachusetts. Any effort to clear property in Tax Taking status is then handled through the Treasurer's Office (781-585-0508). A note of information: recorded liens are now being researched by major credit bureaus, which could affect your credit report.

    WATER BILLS ARE PAID QUARTERLY
    All information for Water Usage originates from the Water Department (781-585-0504) and it is the Water Department, which commits to the Collector of Taxes the Warrant to collect those monies for the Town of Kingston. All questions concerning water readings, street marking, shut off and final water readings are to be directed to the Water Department. Delinquent accounts are subject to service shut off (between May-September). Continued delinquent accounts as of October 1 will be recommitted to the Board of Assessors to be included on the third quarter Real Estate Tax billing.

    WASTE WATER (SEWER) BILLS
    All information for Waste Water Usage originates from the Sewer Department (781-585-4058) and it is the Sewer Commissioners who commit to the Collector of Taxes the Warrant to collect those monies for the Town of Kingston. Waste Water Usage is billed with the Water Usage billing. Each usage is identified separately on the bill. All questions concerning Sewer Usage are to be directed to the Sewer Department.

    SEWER BETTERMENT
    The amount assessed to each property originates from the Sewer Commissioners (781-585-4058). The assessed amount is turned over to the Board of Assessors to be included on the First and Second Quarter Preliminary Real Estate Tax bills, which in turn is committed to the Collector of Taxes with a Warrant to collect. The Betterment is recorded as a Lien on your Deed at the Plymouth County Registry of Deeds in Plymouth, MA. The Lien runs with the land; the Town of Kingston will not subordinate this Lien. The Financial Institution has the authority to require the Lien to be paid in full for sale or refinance of the property.

    LOANS FOR: SEPTIC SYSTEM/SEPTIC REPAIR- SEWER CONNECTION
    These loans originate by application and granted through the Health Board (781-585-0503). The Health Board turns the loan amount over to the Board of Assessors to be included on the Third and Fourth Quarter Actual Real Estate Tax bills, which in turn is committed to the Collector of Taxes with a Warrant to collect. These loans are required to be paid in full when a property owner refinances or sells their property. All questions concerning these loans are to be directed to the Health Board.

    MOTOR VEHICLE EXCISE TAX, BOAT EXCISE TAX, SECTION V – DEALER PLATE, REPAIR AND FARM EQUIPMENT
    All information originates from the Massachusetts Registry of Motor Vehicles. This information is turned over to the Board of Assessors, which in turn is committed to the Collector of Taxes with a Warrant to collect. All billing notes a 30-day payment schedule with the exception of boat, which has a 60-day payment schedule. Unpaid taxes generate a Demand Notice payable within 14 days. Unpaid Demand Notice generates a Warrant payable within 30 days. Unpaid Warrant generates a Final Warrant payable within 30 days. Unpaid Final Warrant generates a Marking at the RMV and no future registration and license renewals will be allowed until the outstanding taxes are paid. Questions related to a Warrant or Final Warrant
    status, please contact The Deputy Collector, Hobin & Hobin, at 508-747-4344 on the second floor of the RMV building, Plymouth, MA. There are numerous Excise Tax Commitments throughout the calendar year. The Harbormaster (781-585- 0519) is working with the Collector to assure taxes are paid before assignment of mooring.
    Refunds are processed monthly following the Collector’s receipt of the certificate from the Board of Assessors.
